Restructure data and data-specific pages with better metadata

The current metadata fields of "Summary," "Description," and "Value" probably aren't the most helpful fields for our potential users. On the information pages for each dataset, in addition to the text summary, it would probably be better to have:

• interval length (e.g., 15 minutes, 1 hour)
• total duration (e.g., 1 day, 37 days)
• building type (e.g., residential or commercial)

Supporting these fields instead of "Description" and "Value" will probably require changes to the ruby scripts that convert the CSV datasets file into valid JSON and changes to the layout of those data-specific pages to display those other fields instead.
