Supply NARA CSV for unit testing

For function tests, use the same NARA CSV for unit tests so we don't have to keep the risk information and plans up to date.

It is beneficial for the script and potentially csv_to_dataframe to still use the NARA CSV in the config file to catch changes in how NARA has named columns.

Getting the script test updated for new NARA data is very time consuming and the only way for it to be feasible is not to independently recalculate all the data, meaning we could miss errors creeping into the expected results. Rely on the test for reading NARA CSV or archivist review to find changes NARA has made and use a consistent version for this test.
