Unconfirmed TOBT gets higher priority #17
Description
Aircraft with unconfirmed TOBT are given higher priority than aircraft with confirmed TOBT.
In the following example, DLH56C does not yet have a confirmed TOBT, but gets TSAT=TOBT, while MUC4Z with confirmed TOBT 1920 gets delayed to 1926 and SWR32 with confirmed TOBT 1918 also gets delayed to 1926.
