Import JPEG XL conformance tests

https://github.com/libjxl/conformance contains test cases for a lot of different features. These test are for decoders, but "It can also be useful to test applications with JPEG XL support."

This would be a quick (?) way to ensure all features are at least supported, and I think they might also be useful for fuzzers.
