python 3.11.8 is not compatiable with openseespy

I used python 3.11.8. and the document says it is available on python 3.12 so i believe 3.11.8, the lower version of python, is allowable on openseespy, but it wasn't.

it continues to fail on load openseespy, and i tried every effort to fix it, but failed and keep seeing these err message.
[Failed to import openseespy on Windows.]

and I switched my version to 3.9.0 and it works!
and I also switched version to 3.12.0 and it also works.

For Windows, it should be only compatible to 3.12.
