Updating to 0 should fix the drift downstream.

See integrations/terraform-provider-github#2536 for details.

Summary of Changes

Hello @vedantthapa, I'm Gemini Code Assist1! I'm currently reviewing this pull request and will post my feedback shortly. In the meantime, here's a summary to help you and other reviewers quickly get up to speed!

This pull request addresses a configuration drift issue by updating the actor_id for OrganizationAdmin bypass actors within the repository_ruleset module. The value is changed from 1 to 0 to align with recent modifications in the terraform-provider-github's expected behavior, ensuring consistency and preventing future discrepancies.

Highlights

  • Actor ID Update: The actor_id for OrganizationAdmin bypass actors in repository rulesets has been updated from 1 to 0.
  • Drift Resolution: This change is implemented to fix a downstream drift issue identified in the terraform-provider-github.
  • Commentary Update: The inline code comment has been revised to reflect that while previous provider documentation suggested 1, the current correct value is 0 as per recent changes and a linked GitHub issue.

Code Review

This pull request correctly updates the actor_id for OrganizationAdmin from 1 to 0 in repository_ruleset.tf to fix a drift issue with the Terraform provider. However, the change is incomplete. The corresponding test in repository_ruleset.tftest.hcl has not been updated, which will cause tests to fail. Additionally, a similar required change in organization_ruleset.tf has been missed. My review comment provides more details on the necessary changes to complete this refactoring.
