Code Review
This pull request correctly updates the actor_id for OrganizationAdmin from 1 to 0 in repository_ruleset.tf to fix a drift issue with the Terraform provider. However, the change is incomplete. The corresponding test in repository_ruleset.tftest.hcl has not been updated, which will cause tests to fail. Additionally, a similar required change in organization_ruleset.tf has been missed. My review comment provides more details on the necessary changes to complete this refactoring.
