add debian13 platform default config

@nmburgan I have created a PR and I have a question:
Other platform configs have a plat.vmpooler_template "debian-13-x86_64" line.
I assume that controls how the vms are setup and build for each package.
But the configs also contain instructions for docker.

When I build everything for armhf locally, I used docker.
How do you guys build the packages? Using vms, docker or a mixture?

You can ignore those lines. Thats specifically for Perforce’s internal vmpooler tooling. For OpenVox, we only care about the docker pieces.

The exception is MacOS and Windows, which are built directly on the GitHub runner using —engine local for vanagon. Everything else uses docker containers with —engine docker.
