Update documentation to match current codebase state

Updated the documentation in docs/ to reflect the current state of the codebase. This includes:

• Updating cli.md with missing commands (all, compile, run, decode), correcting the terminology from "Matrix" to "TIM (Terminal Isolation Matrix)", and updating flag options.
• Updating library.md with accurate code examples using the correct package signatures (pkg/vcs, pkg/website, pkg/pwa) and demonstrating how to save DataNode to disk.
• Updating development.md, installation.md, and releasing.md to specify Go 1.25.0 and removing stale notes.
