Added the FluidConsole project. The project is a win32 console application that allows you to debug and emulate Fluidnc code on Windows. File "config.yaml" should be placed on the working directory. Use COM# in command line to connect via com port

This code looks very interesting but there are some stylistic things that must be addressed before we can let it in the main code base.
