fix: show proposal when status = ongoing
Replace hardcoded window.ethereum transport with wagmi's useWalletClient hook to properly support all wallet connection methods. This fixes the issue where WalletConnect users were incorrectly prompted to connect with a browser wallet when voting on proposals.
Explicitly pass account to simulateContract to ensure the request includes the account field for writeContract. This resolves TypeScript type errors during build.
Remove the "You can also vote through" section with links to Tally, Etherscan, and Agora from the voting modal.
