Initial stab at a basic ansible

Initial PR with a basic ansible script used to check the IPs and subnet masks of the hosts as compared to what we currently have stored in the prod DB.

There is also a basic task that will add ssh keys committed to the ssh_keys folder using filenames like user_name.pub.
