feat: modules useful for vanilla os

modules to consider porting:

• dkpg: https://docs.vanillaos.org/vib/en/built-in-modules#dpkg (doesn't seem to exist anymore)
• dkpg-buildpackage: https://docs.vanillaos.org/vib/en/built-in-modules#dpkg-buildpackage
• host-export (or whatever that's called) for exporting host binaries to the vso shell

Is this work still useful or redundant since experimental bootc implementation for various distros still exists, which can be possibly done similarly for VanillaOS?

Yes, this is still useful. In fact, an apt module would be even more useful now that Vanilla is not the only image-based distro that can use it.

Maybe this PR should be just for adding the apt module and we could ignore the other VanillaOS stuff for now.
