We are pulling from the American Community Survey (ACS 5 Year Dataset) and while there is language that implies children are under 18 (0-17) years, because we are pulling from the "Sex by Age" = "B01001" table and specifically using the 5 age groups (<5, 5-9, 10-14, 15-17, 18-19) for both male and female, I believe it's most accurate to say our definition of children in this dataset is "19 and Under" (ages 0-19).

@ryangaryramos ccao-data/actions#40 should have fixed the issue preventing CI checks from passing on this PR, though we'll need to push a new commit to fetch the updated branch of the actions repo. Do you mind pushing an empty commit to this branch to retrigger CI checks and confirm that your branch passes them now? Ditto for the corresponding model-res-avm PR.
