…count extrinsic - Add TrusteeCount storage with default value 0 (fallback to original DesiredMembers - 1 logic) - Add set_trustee_count extrinsic callable by council or root to dynamically adjust trustee count - Validate count against min/max trustee config bounds - Maintains backward compatibility with existing tests and mainnet behavior
