Major optimizations implemented: - Parallelized Docker builds and filesystem operations - Removed redundant checks and unnecessary steps - Consolidated compilation stages with parallel execution - Optimized download and Python package installation - Removed cache dependencies as requested Target: <10min build time (down from 33min) Validation: Need 5 CI runs to verify performance
