Description

I added a color theme named Dracula White, based on @AshGrowem's Dracula min White theme for VS Code. It also has MIT license.

Eh, sorry, no issue.

Motivation and Context

Will hopefully look better with my Dracula White theme for Windows Terminal.

How Has This Been Tested?

Completely untested. I haven't yet been able to figure out how to add it myself. Fingers crossed that it looks good.
