append the target branch

Summary by Sourcery

Ensure automation branches created by CI workflows are unique per target branch to avoid collisions between runs.

CI:

  • Include the target branch name in the pip-compile-upgrade CI workflow branch used for committing and pushing dependency updates.
  • Configure the pre-commit autoupdate CI workflow to use a per-target-branch PR branch name.
