SYS-666 breaking-change updates for alpine

Summary of Changes

Addresses these failures in the alpine 3.23 updates:

• git-dump helm chart version bump
• mariadb-galera Makefile had stale content
• nagios requires php 8.3 or later now
• rsyslogd reverted to old version temporarily, new version has silent failure
• splunk helm chart requires a new license-accept flag
