Install lamdera dependencies before elm-test runs to make sure they are available. I believe that lamdera has some secret packages it sneaks in, and the elm-test dependency resolution (via https://github.com/mpizenberg/elm-solve-deps-wasm if I'm not mistaken) doesn't account for this.
