Requirements
Describe the solution you've provided
Many core crates depend on more newest
aws-lc-rs, directly or transitevly(reqwest, rustls, etc). So it makes hard to upgrade them due to version resolutions issue.The idea is to upgrade it to the latest version to simplify other crates migrations.
MSRV also bumped to make CI pass.
Describe alternatives you've considered
Other solutions involve forks, hard deps rewrites which both aren't natural
