This resolves a few deprecation warnings after using 3.4 around logger and reline as they will not be included in ruby 3.5. Additionally this updates rdoc, coveralls_reborn to support the newer ruby.
I have added logger as a dependency and left the version out so downstream gems won't have any dependency issues.
This also bumps the version to 0.12.0
