1. Make some `pinmux` APIs public so they can be used to setup GPIO for rescue trigger detection. 2. Define a rescue configuration word to allow for configuration of protocol, timeout and detection triggers. 3. Apply the rescue trigger configuration when during owner configuration. 4. Backport #26637. Note: I had to "reintroduce" an earlgrey-specific dependency in the
owner_block.cfile to check that the pad index is valid. We should be able to get rid of it with #28266
