Adds a docker compose setup with 3 alter manager that form a cluster and we use the echo.go and send_alerts.sh from the examples to send a simple alert through.

See docker-helper.sh for how to setup and run

# start the services
$1: docker-helper.sh start

# send alerts
$2: docker-helper.sh send_alerts
