Update to Python tests

• use 2to3 to convert to Python3, while leaving Python 2.7 compatibility in place. Note: Some of the more obscure print statements will not be formatted well when running under Py2.7, but the information will all be there.
• get the CDI validation schema directly from web instead of a local relative location
• Fix the -t option in several places
• Update to accept IdentifiedRange messages
• Various comments and debugging messages added

Runs to completion on LccTools. Various hardware units are showing various test issues, next step is to work through those and see if they're testing artifacts or real variances with the Standards. Need to add PIP checks of capability before a couple of tests.
