chore: Add changelogs to support publishing of MCP servers

Description

• Added changelogs for all OCI MCP servers with information on already released versions.
• Added the current unreleased version, which will determine the next version to be published.

Type of change

• New feature (non-breaking change which adds functionality)

How Has This Been Tested?

• Testing in the downstream repo

Yes. I am already working on that. I am planning to add a hook as well as a check in the lint part to check for this.

@gebhardtr Please review. I have updated the CHANGELOG files to reflect what we have released so far to match the pyproject.toml versions of each MCP server.
I have also updated the uv.lock files to match the pyproject.toml versions.
