Changes:

  1. New legal.py class with contains all functions from the OSDU Legal core service.
  2. Added TestLegalService and TestLegalService_WithSideEffects classes to integration.py, which contain 8 tests--one for each added function.
  3. Two new json files in the tests folder--used to test the create_legaltag and update_legaltag functions.
  4. README updates
