I am curious, where will this script be used ? What does "user" mean here ?

These can be used ad hoc either by maintainers (like myself) or as part of production jobs to monitor accounts.
"User" means "account" (confusing, but terms both used by Hyperliquid). Users have a bank of transactions to "spend" that get replenished either by trading notional volume or "purchasing" additional requests at 0.0005 USDC a txn.
