This commit bumps Ruby version to 4.0.0 in devcontainer as follows: ```ruby vscode ➜ /workspaces/rails (ruby400) $ ruby -v ruby 4.0.0 (2025-12-25 revision 553f1675f3) +PRISM [aarch64-linux] ``` Refer to: Ruby 4.0.0 has been added in rails/devcontainer#106
