Removing unrelated guidelines, instructions are in readme

Removed the entire contributing guidelines section from the document.

keep in mind, this change will affect all repos - not just this one and the target repo.
let me see if there are other options available vs deleting it.

if this is deleted, it will also delete it from the stacksgov/sips repo (which should be avoided or accounted for)

using an empty file in the target repo does work, but doesn't prevent contributing from appearing in the gui:

if the desire is to remove this globally...we should address where it's needed before merging this PR (and simply deleting the file rather than removing the text)

the alternative is creating a copy of the same file across every other repo in the org. at a minimum though, this should not merge until at least the sips repo is updated.
