Python 3.9 is now end-of-life. This commit removes Python 3.9 as a valid version, and also adds Python 3.14 to the continous integration testing. Relavent Poetry tags are also updated.

The version of Python object files used for building the documentation is also pinned.

This should fix the broken CI.

Hi @tmbo. The CI is currently broken. This PR should fix it. Please could you review and also update the required CI checks (all the Python 3.9 checks need removing, and various others need adding)?
