LIMS-1986: Show main menu on click

JIRA ticket: LIMS-1986

Summary:

Touchscreens struggle with the hover over the main menu action, we should allow a click.

Changes:

• Change the click action to toggling the menu open/closed
• Ignore clicks which come just after a hover has opened the menu, as touchscreens sometimes send hover and click together

To test:

• Load up any visit, check the main menu opens and closes on hover as before
• Load the same page on a touchscreen PC, check clicking on the main menu opens and closes it
